On the afternoon of September 18th, the Municipal Bureau of Science and Technology held the Summary Meeting for studying and practicing the Scientific Outlook on Development to review and sum up the situation of study and practice and also deploy to consolidate and develop the study and practice achievements. Li Hongtao director of the Study and Practice Office of the Bureau and secretary of the Discipline Inspection Committee made the summary report on the study and practice activity. Liu Xiaoying leader of the leading group of the study and practice activity of the Bureau, secretary of Party Committee and director-general made a summary speech about the activity of studying and practicing the Scientific Outlook on Development. Liu Changfu, leader of the eighth supervision group of the activity of the Municipal Party Committee and vice secretary-general of the Municipal CPPCC attended the meeting and delivered a speech. Those who also participated in the meeting were Wang Fanming vice leader of the supervision group and deputy director-general of the Municipal Health Bureau, Liu Zhaohuan a member of the supervision group and inspector of division level of the Municipal Party Committee, Wang Fan secretary of the Party Committee of the Municipal Central Hospital, members of the leading group of the Party Committee of the Bureau, all CPC members of the Bureau, Party secretaries and directors with the General Offices of Party Committees of institutions direct under the Provincial Government and of affiliated institutions of the Bureau, which participated in the study and practice activity of the Party Committee system of the Bureau. The meeting was presided over by Zhao Rennan deputy director-general.

Li Hongtao, secretary of the Discipline Inspection Committee summarized the activity of studying and practicing the Scientific Outlook on Development of the Municipal Bureau of Science and Technology on three aspects, namely main conditions, basic experience and measures for consolidating the achievement of the study and practice activity. Liu Xiaoying, secretary of the Party Committee and director-general of the Bureau pointed out that the Municipal Bureau of Science and Technology significantly made substantial results in respect of the activity of studying and practicing the Scientific Outlook on Development and laid important ideological, theoretical and political foundations for innovative urban construction while studying and practicing the Scientific Outlook on Development was a long-term systematic project and we must adhere to it. She required the whole Bureau to implement the Scientific Outlook on Development, achieve all tasks of the whole year in full scale, and vigorously promote the development of Dalian S&T Innovation Park of the Chinese Academy of Sciences in particular; to promote the construction of intellectual property demonstration city; to carry out national S&T demonstration projects; to cultivate S&T enterprises and create clusters of innovation industries; to set up the public service platform and develop high-end S&T service industries; to integrate innovative resources and step up open innovation; to optimize innovation environment and provide S&T guarantee for building a harmonious society. Liu Xiaoying demanded all CPC cadres of the Bureau to firmly establish the Scientific Outlook on Development, innovate their thinking, forge ahead and make unremitting efforts to celebrate the 60th anniversary of the founding of new China with good results.

Liu Changfu, the leader of the eighth supervision group gave full affirmation to the great achievements made by the Municipal Bureau of Science and Technology in the study and practice activity. He believed that, as to the study and practice activity of the Bureau, the Party Committee gave high priority, the guidelines were explicit, organization measures were effective, work was developed in order and the Bureau made great achievements. There are six characteristics: first, organization and guiding are newly intensified; second, ideas and awareness are newly improved; third, new breakthroughs are made in solving highlighted problems; fourth, the level of scientific development is newly elevated; fifth, work carrier is innovative; sixth, system and institution construction make new progress. He believed that the Municipal Bureau of Science and Technology must be able to strengthen the achievements of the study and practice activity, take appropriate rectification measures, continuously bring about and accumulate new experience and create a new situation in S&T work under new circumstances.
