On January 27, 2010, the launch ceremony of the business start-up clinic for the science & technology enterprise incubators was held in Swissotel Dalian. Municipal government leaders Tian Shujun and Shi Zhongyan attended the ceremony and unveiled the incubator start-up clinic. Visiting professor of Dalian University of Technology, Steven Phiciaer, and other five college teachers and personage from enterprises accepted the letter of appointment as the diagnosiser for the clinic from the responsible person of Dalian Municipal Bureau of Science & Technology. Standard Chartered Bank Dalian Branch and other three institutions were hired as the service alliance for the clinic. The clinic will effectively solve the difficulties for the start-up businesses, help them out of troubles, provide think tank services, and enable them to develop in a healthy, standard and orderly manner.

Dalian Municipal Bureau of Science & Technology has specially organized the diagnosisers and coachers to carry out the coaches and consultations for the clinic by means of market operation and government subsidy, so that the clinic is able to provide technical support, on-site diagnosis, business planning and other advisory services for science and technology innovation enterprises which are short in experience and in need of help during their startup. Situated in Dalian Intellectual Industry Top-end Service Center, the clinic sets regular service time and diagnosis programs. At the same time, the clinic offers door-to-door services for needy enterprises, so as to realize mobile diagnosis. It also opens a special need clinic for young business starters, where key guidance services are given. All incubators have established their own clinics, so that the coachers can provide lessons.

At present, there are a total of 33 incubators in Dalian, in which, eight are of state level, with the total space area of 1,600,000 m2. The indexes are ahead of others among sub-provincial cities.

The founding of the clinic will surely provide business startup services for the small and medium-sized technology enterprises, thus promoting the employment and social and economic development. It will further improve the construction of the incubator service functions, so as to make itself a true platform for science and technology fruit transformation, a base for cultivating high-tech start-up businesses, and a cradle for the growth of entrepreneurs.
