       On the morning of June 24, the symposium for welcoming the July 1^st was held among the party committee system, and attended by the party committee secretaries and directors from 11 united concerned, who reported their work and next plans for the party building and made a study and discussion on how to conduct party work under new circumstances. Mrs. Liu Xiaoying, party secretary and director of Dalian Municipal Bureau of Science & Technology addressed the conference, which was presided over by the discipline secretary of the bureau Li Hongtao. 

 

        After hearing the reports, Director Liu highly valued the achievements relevant units have obtained. She said the party committee system is a cohesive, harmonious and fighting team, which has played a very striking role in organizing when faced with difficulties and hardships, and fully showcased their exemplary role. In particular, soon after the Yushu earthquake, the whole system acted immediately by donating 480 thousand yuan, which has interpreted the advancement of CPC with their own deeds. She hoped that organizations of various levels could earnestly carry out the activities of striving for excellence and constantly enhance the construction of the party’s governance in light of the requirements and instructions from the CPC central committee, provincial committee and municipal committee.

 

       With regard to how to do well in party construction, secretary Liu made the following 10 arrangements: 1. Establish the working system in which the lower level party organization reports annually to the upper level one; written reports shall be filed to the party committee office of the Bureau in December each year; any major problems and events should be reported timely; 2. Call on party democratic life meetings on a regular basis in which criticism and self-criticism are conducted extensively, so that every member is subject to the party disciplines; 3. Attach great importance to the talent selection, training and utilization, adopt the system of reserve cadre cultivation, and continue to reinforce the construction of backup cadre team, so that there are always excellent party constructors; 4. Be good at discovering advanced models, and train those who are of high caliber and strong political awareness through various forms, so as to use these typical models to push forward the innovative development for party construction; 5. Work based on innovations, hold colorful cultural activities, invigorate the grassroots organizations, enhance their cohesion and form correct ideological guidance; 6. Organize the red song singing and composing activities, in an attempt to put forward the red tradition, carry on the red passion and maintain the vigor of the party organizations; 7. Strengthen training on knowledge of party through inviting party history researchers and experts to give lectures, with a view to raising the party workers’ and members’ understanding of party knowledge and fostering their feeling for the party; 8. Organize advanced party members to inspect the red revolutionary bases in groups, aiming to reviewing the revolutionary history, commemorating the great cause of the predecessors, firming their ideas and faiths, and raising political qualities; 9. Contribute love and warmth to old cadres in diversified forms, so that they can fully enjoy the care and warmth of the party; 10. Set up the incentive mechanism, where advanced party committees and members are to awarded and a good environment for creating excellence is formed.
